TO THE VOTERS OF MADISON TOWNSHIP:
 
My name is DAVID A. SPAIN, and I was a Madison Township Trustee for 18 years, during which I properly supported the Zoning Inspector, the Fire Department, the Road Department, and the citizens to the best of my ability. So why am I trying to get re-elected? Well, I think our township is in trouble, both financially in this time of nationwide economic recession, and in the quality of leadership coming from the township trustee’s office:
 
Current Madison Township Trustee James Boyd, up for re-election this year, repeatedly stated in his 2005 campaign that he would prepare an economic development plan for the township, which he has yet to do some four years later. Mr. Boyd, and township trustee Homer Hutcheson, who is also up for re-election, repeatedly violated the township’s Zoning Resolution in 2008 by approving at least four "spot zones" of properties in the township, which is considered illegal in the state of Ohio.
 
In early 2006, Mr. Boyd and Mr. Hutcheson actually aided a former Madison Township Fire Chief in his successful attempt to obstruct, hinder and impede a Madison Township fire investigator trying to discover the cause of the disastrous Taco Bell restaurant fire that occurred late in 2005.
 
Please be assured that I am very concerned about the County Commissioner’s dilemma to fund the Sheriff’s road patrol operation in our township, and continue our telephone access to the 9-1-1 Dispatching Center. I have researched the matter, and the solution might be in a transfer of some other "county" property tax millage to the county’s General Fund. I am in contact with at least one county commissioner about this serious matter.
 
I am aware that a major problem in our township is the deteriorating condition of the roads. I have already prepared a suggested schedule for roadway repair for next year. The key factor will be the availability of funding, and I am working on three ways to get it.
 
I am also working on a plan to save money, "belt tightening", by paying less salary to the township trustees, reducing the amount paid for health insurance for the trustees and the clerk, and getting more money by reducing a percentage of a property’s delinquent tax, if the balance remaining is then paid in 90 days.
 
I am asking for your vote this coming November 3rd. I gave you my best for 18 years, and I believe that I can once again represent your township interests with integrity, knowledge and genuine concern.
