Richland County Children Services Board is moving forward with filling the position of former embattled executive director Randy Parker who served as the head of the agency for 10 years.

Richland County Children Services communications supervisor Carl Hunnell said the board approved a resolution at their meeting Monday to post the job for a new executive director.

"The job will be posted this week statewide for 30 days. After those 30 days the board will interview the top candidates with the idea of offering the job in February and hopefully having a new director in place by the end of March," Hunnell said.

Hunnell said the salary range for the position is $85,000 to $98,000.

Hunnell said the position will be posted on the agency's website in through media outlets.

On May 16, the board placed Randy Parker on paid administrative leave and agreed to a lump sum severance pay of $42,000 as part of a separation agreement with the board.

The agency was ordered by Richland County Juvenile Court Judge Ron Spon to pay $15,000 in fines and reimbursements for criminal contempt of court.

The order stemmed from Judge Spon's order for the agency failing to turn over a video showing a scuffle between a man and a caseworker in the agency's lobby in Aug. 2011.

Richland County Children Services director of operations, Nikki Harless, has been serving as acting executive director since Parker was placed on paid administrative.

In September, Parker was appointed county commissioner of the Division of Health and Family Services in Sullivan County, New York.
