Charges have been filed in the October 11th attack of three rottweiler dogs on a woman and two young girls. The incident occurred in a wooded area near the home at Sandra Kinstle at 3870 Franklin-Church Road, as she was walking with her nieces, 3-year-old Reagan O'Brien and 22-month-old Kaitlyn O'Brien. Richland County Dog Warden Dave Jordan says the dogs attacked when Kaitlyn asked Kinstle to pick her up. The three charges against Kinstle of failing to maintain a dog are minor misdemeanors, which carry a maximum $150 fine and can be waived without a court appearance. The dog warden's report has been turned over to the Mansfield law director, who can determine whether additonal charges, such as child endangering, would be filed. Reagan O'Brien has been released from treatment at Akron Children's Hospital, although she's still there with her parents Matt and Audrey O'Brien, as Kaitlyn continues her long road to recovery. |
