Original Published: 5/6/2013  School issues will dot Tuesday's Primary Ballot in Richland and surrounding counties.   Voters will decide the fate of a 9.8-mill, 5-year renewal levy for the Mansfield City Schools.   In Crawford County, Galion residents will vote for a combined 9.4-mill levy which would pay for permanent improvements in the district.   In Ashland County, three school issues will be decided.   The Hillsdale School District hopes to pass a 4.8-mill renewal, 2-year tax levy for current expenses.   The Loudonville-Perrysville Schools are seeking passage of a 3-mill replacement and increase tax levy for general permanent improvements.   And, the Black River School District will ask voters to pass an 8.7-mill, 5-year emergency additional tax levy.   Also in Richland County, Dayspring assisted living center has placed a 0.8-mill, 5-year operations levy renewal and increase on the ballot.   And, Mansfield residents will cast ballots for the renewal of the .25-percent Pothole Tax, which pays for paving and minor improvements to streets and park roads.
