  U.S. Secretary of State John Kerry is promising to look into reports originating from leaker, Edward Snowden, the U.S. bugged European Union offices.   But, he says seeking information in national security matters, isn't unusual for governments.   Some European leaders are outraged.   Frederik Pleitgen has reaction from Berlin.
