The Republican candidate for the fifth ward Mansfield City Council seat is not only back on next Tuesday's ballot, his claimed residency has been restored. Carl Yeager listed 462 Lily Street as his home, but the Richland County Board of Elections determined he did not live there and removed him from the ballot. Yeager sued, and has reached a settlement. The elections board approved the agreement during a two-minute meeting at noon Tuesday. Carl Yeager is running against Democratic inbumbent Pat Hightower for the fifth ward seat.
