Flood waters continue to receed in North Central Ohio. And that's good news for motorists. Ohio 13, in northern Richland County is now open. It had been closed due to high water in the area. A small section of Ohio 96, just west of 13, is still closed... though water has all but receded from the roadway, and we found traffic getting through by going around the barriers. This low-lying area along the Black Fork River is prone to flooding immediately after heavy rains. Some parts of our area saw more than three inches of rain this past weekend.
