THE NATIONAL WEATHER SERVICE IN CLEVELAND HAS ISSUED A WIND CHILL ADVISORY...WHICH IS IN EFFECT UNTIL 10 AM EST FRIDAY. * WIND CHILL READINGS...WILL FALL TO BETWEEN 10 AND 15 BELOW AT TIMES THROUGH FRIDAY MORNING. * WINDS...WEST 15 TO 25 MPH WITH GUSTS AROUND 40 MPH. * TEMPERATURES...NEARLY STEADY IN THE MID TEENS THROUGH NOON THEN FALLING TO ZERO TO 5 BELOW TONIGHT. * IMPACTS...PROLONGED OUTDOOR EXPOSURE COULD LEAD TO FROSTBITE OR HYPOTHERMIA. PRECAUTIONARY/PREPAREDNESS ACTIONS... A WIND CHILL ADVISORY IS ISSUED WHEN THE WIND WILL MAKE IT FEEL LIKE IT IS 10 DEGREES BELOW ZERO OR COLDER FOR A PERIOD OF SEVERAL HOURS.
