Collaboration produces breakthrough in workforce development

A remarkable development in adult workforce development will begin on July 7, when 15 job candidates from Spherion Staffing Agency begin a 56 hour class in basic IRT training at North Central State’s Kehoe Center.

All 15 members of the class are expected to complete the training and receive their certificates in a graduation ceremony, also at Kehoe, in the ground floor reception area. It will begin at noon, on Friday, July 18.

For many years, local Spherion officials and Richland County Commissioners Workforce Staff have been working to establish an effective transition model that would move unemployed “temporary workers” from temporary work assignment into full time employees at companies where they have been assigned.

Recently, a conversation between Ann Smith of Spherion and Bob Zettler of the County sparked an idea. With the addition of the 56 hour IRT (Industrial Readiness Training)course from North Central State, Spherion would agree to hire most or all, of these applicants , who usually do not qualify for hiring and placement by Spherion.

According to Smith, most of these applicants range in age from 18 to 25. Once successful, the applicants will be assigned to full time positions at area businesses.

It is hoped that their time on the job will actually lead to permanent positions with bright futures. This approach appears to be unprecedented and could represent a remarkable breakthrough in moving a substantial number of traditionally under and unemployed young adults into meaningful positions of rewarding work in Richland County and North Central Ohio.

There is no cost to the applicants for this training. The curriculum is developed between Spherion and NSCS- IRT officials. The IRT program at North Central State is new and is funded by a federal grant awarded to NCSC and collaborating Community Colleges in other states.

Other training grants that deal with increased skills have been provided primarily for dislocated workers. This may mark the first successful entry -level training using the “Placement Agency” pathway ever attempted.
