Man Indicted For Murder, Arson After Mansfield Fatal Fire

MANSFIELD, OH - A male has been indicted after a fire claimed the life of a 3-year-old in the City of Mansfield. 

18-year-old Roscoe D. Hunter II was indicted for murder and two counts of aggravated arson by the Richland County Grand Jury, the Richland County Prosecutors Office confirms. 

The fire claimed the life of 3-year-old Chloe Williams, who was in an upstairs bedroom at 208 South Foster Street when the fire occurred. 

A 13-year-old boy was also arrested as a result of the investigation back in late June. The boy was charged with Arson. He is currently being held at the Richalnd Count Juvenile Detention Center.

On June 26th at 2:23 A.M, the Mansfield Division of Police assisted the Mansfield Fire Department for a fire in the area of 212 Foster Street. 

Once authorities arrived, it was learned that the fire had started at 212 Foster Street, which is a vacant house, and then spread to the 208 South Foster Street residence. The residents at 208 South Foster Street were alerted to the fire when a neighbor saw the flames and knocked on their door to wake them. 

According to the Mansfield Division of Police, a 3-year-old female child who was staying at the residence in an upstairs bedroom was unable to be rescued due to the smoke and flames and perished in the fire. The other occupants, 3 adults and 4 juveniles, got out safely. 

The 3-year-Old was identified as Chloe Williams. 

A pregnant female was transported to a local hospital for treatment after experiencing possible labor pains. 

No other injuries were reported. 

A preliminary investigation shows that the fire was intentionally set at the vacant residence and then spread over to 208 South Foster Street. Witnesses reported seeing a group of juveniles, possibly teenagers, were in and/or around the vacant residence prior to the fire. 

The Mansfield Division of Police confirmed Thursday morning that two individuals are currently in custody. 

Hunter II was then arrested and charged with Aggracated Arson. The 13-year-old boy was also arrested at that time.

The State of Ohio Fire Marshal, Mansfield Fire Department, Richland County Coroners Office and the Mansfield Division of Police investigated the crime scene. 

According to the Mansfield Division of Police, additional arrests are possible, as the investigation is ongoing.
